The British Chambers of Commerce has published its latest
report into Regulatory Impact Assessments (RIAs) showing that
Government departments do not follow their own rules on new regulatory
measures. The Government's own assessments show that the costs
of new regulations are growing whilst estimates of the benefits
have fallen dramatically.
RIAs are required for any proposed UK or EU legislation that
has an impact on businesses, charities or voluntary bodies. The
BCC report shows that Government departments do not appear to
devote the thoroughness required by Cabinet Office guidelines
to determining the least burdensome form of regulation.
