The Department of Trade and Industry has imposed a change
so that all future employment legislation affecting small and
medium-sized businesses will be introduced on only two dates
each year, April 6 and October 1.
The introduction of the two commencement dates follows recommendations
made by the Better Regulation Task Force, an independent watchdog
body, in its employment report at the end of last year.
David Arculus, the task force's chairman, said: "What
businesses want is certainty, and this will make it much easier
for them to cope with new legislation. At the moment regulations
come out 24 or even 36 times a year, so getting them down to
twice will be better for everybody.
"This will force government to think about regulation
and make the regulations consistent with each other," he
added. "It will also ensure that they see the number of
regulations that are going through."
